commitment to bunkering accuracy and transparency recognized by the Marine
Department
Hong Kong, June 12, 2026 — Chimbusco Pan Nation (CPN)
announced today that its bunker barge,
Zhong Ran 23, has become the
first vessel in Hong Kong listed on the Marine Department’s (MD) official List
of Quality Bunker Vessels under the Quality Bunker Operator Scheme, which was
officially launched on June 3, 2026. The voluntary scheme aims to encourage
bunker operators to install and use Mass Flow Meter (MFM) systems on their
bunker vessels, with the goal of enhancing bunkering accuracy, transparency,
and service quality across Hong Kong’s maritime industry.
To be listed, a bunker vessel must have its MFM system
inspected and certified by an accredited third-party organization in accordance
with ISO 22192, the international benchmark standard for mass flow metering in
bunkering operations and must also meet the MD’s technical and operational
requirements. CPN has installed and operated MFM systems across five of its
fuel oil barges since 2015, reflecting the company’s belief that accuracy and
transparency form the foundation of trusted client partnerships. The recognition
of Zhong Ran 23 under the Scheme reflects this longstanding commitment.
